02 · DEFINITION
WHAT IT IS
The Talent Hub Map of Ukraine is a national digital information and analytics platform that identifies, classifies and visualises the potential of Ukraine’s higher education institutions as centres for training professionals, developing human capital, conducting research, creating innovation, transferring technology and building partnerships with business, the state and the international community in the country’s priority fields.
WHAT THAT MEANS
The map finds the structural units of universities that already deliver results, classifies them into eight strategic clusters, and shows where they are.
It measures not the university as a whole but its individual strong spots. So the same institution can have a hub in robotics and none in law.

06 · METHODOLOGY
HOW AN INSTITUTION BECOMES A HUB
SELECTION MECHANISM
STAGE 01 · PRELIMINARY SELECTION
Assessment covers university units that meet at least two of three criteria — C1, C2, C3.
STAGE 02 · COMPREHENSIVE ASSESSMENT
Those that pass the selection are assessed against nine criteria.

ENTRY
Selection at stage 01 — an institution must meet at least two of the three criteria.
